Class Q Conversions in North Devon

Converting agricultural buildings into homes under Class Q permitted development, with a builder who understands the rules as well as the building work.

What is Class Q?

Class Q is a permitted development right that lets some agricultural buildings be converted into homes without a full planning application. Instead, you apply to the council for prior approval, which looks at a set list of things rather than the whole principle of the development.

The current rules (since May 2024)

  • Up to 10 homes from one agricultural unit
  • Up to 1,000 m² of new homes in total, with each home no bigger than 150 m²
  • A single-storey rear extension of up to 4 m is allowed, but only on existing hardstanding
  • The building must have been part of an agricultural unit on or before 24 July 2023
  • Once approved, the work must be finished within three years

The council's prior approval looks at transport and highways, noise, contamination, flood risk, whether the location and siting make it impractical or undesirable, design and external appearance, and natural light.

Where Class Q doesn't apply

Class Q can't be used for listed buildings, or in National Parks, National Landscapes (formerly AONBs), conservation areas and some other protected areas. Here in North Devon, that includes parts of the North Devon Coast National Landscape and Exmoor. In those places a barn conversion needs full planning permission instead.

How we help

Class Q schemes have to be a genuine conversion: the existing structure needs to be capable of conversion without what amounts to a rebuild. We look at the building with that in mind from day one, and can work alongside your planning consultant or architect, then carry out the build itself.

Planning rules change, so always check the latest position with the council or a planning consultant before you commit. We're happy to point you in the right direction.

Common questions

Is Class Q easier than full planning permission?

It is usually a simpler and more limited process, but it has strict conditions. If a building doesn't qualify, full planning permission may still be possible.

Can I knock the barn down and rebuild it under Class Q?

No. Class Q is for converting the existing building. If the structure can't take the conversion, it may not qualify.

Do you handle the prior approval application?

We can help prepare what's needed and work with your planning consultant or architect, then build the approved scheme.
